Opportunities Ontario Provincial Nominee Program

The Opportunities Ontario: Provincial Nominee Program allows the province to select a limited number of highly-skilled immigrants to help Ontario compete globally.

The program is mandated under the Canada-Ontario Immigration Agreement (COIA).

What’s changed?


International students who graduate from an Ontario publicly-funded university with a Master’s degree will no longer need an offer of employment to apply and to qualify for permanent residence. These individuals must:

• Demonstrate a high level of proficiency in one official language;

• Have 12 months of residency within Ontario in the past two years;

• Have sufficient funds to cover costs for themselves and their dependents until they are employed.

Nominees must meet federal government requirements for permanent residency, such as medical and background checks.
Changes to this program reflect the government’s new five-year Open Ontario plan, and support its commitment to increasing the number of international students by 50 per cent while maintaining spaces for Ontario students.

In addition to the Masters Student Stream, there are two other categories for international students, as part of the Opportunities Ontario: Provincial Nominee Program, including:

1. International Student With Job Offer Stream allows Ontario employers to recruit international students graduating from a publicly-funded Canadian college or university for a skilled position. Students must have a full-time permanent job offer in any managerial, professional or skilled trades occupation (NOC 0, A or B) from an approved employer.

2. PhD Student Stream allows international students who are PhD graduates from Ontario publicly-funded universities to apply to live permanently in Ontario without a job offer.

What remains the same?


Employers can continue to recruit internationally-trained workers and international students. All positions must be permanent and full-time in a management, professional or skilled trade occupation.
